MOGADISHU (Somaliguardian) – A modest shipment of aid delivered by the Somali federal government to frontline clan militias in Moqokori has ignited a fresh corruption scandal, prompting widespread anger across the Hiran region.
The consignment, consisting of a few cartons of unspecified supplies, was airlifted aboard two aircraft, sparking public outrage over what was seen as a grossly disproportionate logistical expense. Local fighters described the delivery as an insult to those who have borne the brunt of the battle against Islamist militants.
The aid was dispatched by the Somali Disaster Management Agency (SODMA), whose director, Mohamud Moalim, has long faced allegations of aid misappropriation, favoritism, and tribal bias. Critics accused SODMA of deliberately sending insufficient and, at times, irrelevant or expired items—such as COVID-19 vaccines or biscuits—to regions not aligned with the director’s clan.
“This is not the first time,” said Hiran regional governor Muse Salad. “The people of Hiran have endured years of conflict, yet the government repeatedly sends aid that is neither adequate nor sincere.”
The Hawadle clan militias, who have been on the frontline against Al-Shabaab for over three years and have suffered significant losses in recent weeks, reportedly viewed the meagre aid drop as a symbol of federal contempt.
“This is not support—it’s humiliation,” said one militia commander.
No federal official has publicly responded to the backlash or offered an apology to the affected communities.
The incident has deepened mistrust between the federal government and Hiran residents, further straining efforts to maintain unity in the ongoing fight against insurgents. Community leaders are demanding a transparent review of SODMA’s operations and a commitment to equitable aid distribution.
Somalia remains highly dependent on humanitarian assistance, but systemic corruption and clan-based patronage continue to undermine the credibility and effectiveness of relief efforts.
